I have seen a couple of retail locations that have single pane glass (non IG) and had Low-E coating on one side. And to top it off, the Low-E sticker was on the coated side.

Other than Pella removable panes, I'm not aware of coated glass surfaces that have the potential to be scraped. I'm not saying there aren't coated surfaces exposed, just that I'm not aware of any besides Pellas. And, the Pella coated surfaces are on the interior of the panel.....making it much less likely they'll need to be bladed.
And, let's not mix the special needs of coatings with the fabricating debris issue. Coatings are in intentional process providing a benefit to the customer. Fabricating debris is the result of unkempt machinery and poor housekeeping. There is no benefit to the customer with fabricating debris.
Are there exposed coated surfaces other than Pella's that I'm not aware of?

I think most of us adjust our methods when specialized glass such as coated glass is encountered. Unfortunately due to the increasing presence of poor quality heat strengthened glass, I feel we need to treat such as another specialized glass surface. And charge A LOT MORE for the extra effort & risk involved in the specialized procedures required to clean it with reduced risk of scratching… and if the Owner is willing to take the risk (sign a waiver) then we can reduce the costs and attempt cleaning with standard methods. However if we see standard procedures resulting in scratched surfaces, it should require us to explain what's happening to the owner, and get their written permission to proceed, now KNOWING that scratches will result changes the dynamics of the situation.

1.Does normal glass scratch when you use a razor blade?
I've not personally scraped every piece of "normal" glass in existence.
However, all the "normal" glass I've scraped does not scratch. 2. Is there a difference from glass that is 10 years compare to glass that is 30 years ?
I've not made this comparison.
We need to stop this debate amongst ourselves and unite on this issue. There are so many variables extending beyond the initial construction cleanup....paint from remodels....holiday window paint....applying tint film.....scotch tape..etc. These are real world situations that cannot be fixed by a sticker or by covering the glass during construction. This glass needs to be ready for blading during it's entire life, not just at post construction.
As long as we are going back and forth amongst ourselves, we are not focusing on the core issue....the glass is bad.
No it is something you can see in the sun and it is not defective glass.

The glass does not seem as hard as it use to be 30 years ago.
Do a house that is 30 years old and then do a new one now and there is a difference in the glass.
Call it low e or whatever but I feel even new glass without defects will scratch when using a razor blade.
