You haven't indicated if this film is on the interior, exterior or both.
One possibility is that a painter used lacquer thinner to remove paint from
the glass. Or perhaps some substance was put on the glass as a protectant
against paint and/or debris.
I would stay away from cleaners like 409, in my experience it tends to leave
a residue. If it's a heavy oily film try a butyl-based cleaner. You can
also use an ammonia/detergent mix in water. I tend to stay away from
solvents unless there are no other options.
Not knowing what the film is or where it came from makes you try some things
to see what works.

I was wondering if any of you have come across an oily film on windows in
new construction.
I've tried cutting/cleaning the oily stuff w/cleaners (409,windex,vineagar
etc) and solvents: acetone and laquer thinner. I did not try stronger
solvents,reasoning, I would have to deal with another film.
